Every trick has been tried - from putting pictures of Gods and Goddesses to insulting the culture and character of the person urinating in public; but people have not stopped urinating on the walls. In humans, urinating in public has nothing to do with the territorial display. It is only lack of public toilets that results in people urinating on the walls. And some don't like spending money on emptying their bladders (when they can do it the easy way - on walls of public buildings), and hence don't use the "pay and use" toilets.
Whatever the reason for people urinating in public, it is quite evident that insulting one's character will not stop him from doing it. This is a guilt induction mechanism, and will not work. I don't know what else will work, though. Probably a very stringent law might work. But it is bound to fail in India, as is the case with any other law. I have a very weird and violent idea - the one that was used by Amir Khan in the opening scene of "3 Idiots". But this will affect the street dogs. The idea can be improvised so that only humans will suffer. I know how weird it sounds. But I think only a shock treatment can correct the citizens of this country.
